A animation cel is a transparent sheet of celluloid or similar film material, which was inked and painted on from a clean up drawing. There is 24 frames per second, that means 24 individual drawings/cels/frames are passing your eyes per second. For every minute that goes by you see 1440 drawings/cels/frames.
However, (now we get into the deep details) most animated cartoons or films are animated on 2’s. That means every drawing is shown for 2 frames. That would mean 12 drawings/cels/frames per second.

A clean-up drawing is the final perfected single frame of film as a pencil drawing. The step that follows a clean-up drawing is tracing it on to a cel and painting the cel for a completed “Animation Production Cel”.
